THESE RULES ARE APPROPRIATE FOR THE FOLLOWING YOUTH EVENTS:

General
Teams from Region I that are members of US Youth Soccer do not need US Youth Soccer Application to Travel forms. Teams that are members of organizations of the United States Soccer Federation but not members of US Youth Soccer (such as AYSO, SAY, US Club Soccer or Super Y Leagues) DO NOT have to have a US Youth Soccer Application To Travel form (although that team’s organization may require that the team have permission). An approved team roster must be provided to tournament officials at registration. At registration, teams most also provide for inspection the following: medical release forms on each player, verification that KidSafe/Risk Management process is completed on those working directly with the teams. Medical Release Form and KidSafe Form are available online.
All tournament and league matches will be played in accordance with "The Laws of the Game" as issued by FIFA except as modified in the "Tournament Rules."
All decisions of the referee are final and binding. The Tournament Director reserves the right to decide on all matters relative to the tournament and decisions are final. The Tournament Director reserves the right to make the following changes in the event of inclement weather or other reasons deemed necessary by the Director:
- Relocate and/or reschedule a match
- Reduce scheduled duration of a match
- Change division structure
- Cancel a match
Roster Size
Maximum roster size for tournament play is fourteen (14) players.
Minimum roster size for league play is nine (9) players (no maximum roster size).
Guest Players
Tournament Play. A maximum of three (3) guest players are allowed on tournament rosters. Guest players must be registered with a US Soccer affiliate and show proof of that affiliation, and present a medical release form for inspection at registration.
League Play. Guest players are not allowed on league rosters. During the league season new players may be added to a roster until the first seasonal game. All new players must show proof of US Soccer affiliation, and present a medical release form for inspection. No player will be allowed to play unless fees are paid in full.
Match Guarantee
In Tournament play each team is guaranteed three (3) match minimum, with additional matches for those teams qualifying for the championship round.
In League play the goal is to provide 8 games for the season.
Stoppage of Play
In the event of play must be halted. preventing the match from completion during the scheduled time, the score shall stand if at least one-half of the match has been completed. In the case of matches halted prior to the completion of at least one half, the Tournament Director reserves the right to declare the match final thereby counting the score at the time the match was halted.
Sidelines
Due to the unique nature of the venue, coaches and players will share the same side of the field along the touchlines for Fields 1 and 3, and at the end-line but away from the goal on Field 2.
All spectators will take-up positions around the fields, but not to interfere with the teams or impede play on the pitch (behind touchlines on Fields 1/3 and along wall behind goal-line
on Field 2) - during the time that the match is in progress. Coaches, players, and spectators for all participating teams must remain on their respective sides of the field during the time of the match.
Behavior of spectators associated with the team remains the responsibility of the coach. The referee and field marshal are authorized to remove any spectator whose behavior, in their opinion, interferes with the play of the game. Any spectator who steps onto the field of play during a match is subject to removal from the facility. No coaching shall be permitted within 18 feet of the goal line or behind the goal line (exception for Field 2). Coaches, players or spectators are not permitted to stand behind the goal line at any time during the time the match is in progress (exception for Field 2).
Protests
No protests will be permitted.

Laws of the Games
FIFA RULES APPLY EXCEPT WHERE MODIFIED BELOW
Rule 1 - The Field Of Play Modified.
For 5v5 matches: All fields are bounded along the end by pitch marked end line. Fields 1 and 3 touchlines are bound along one side by a pitch marked touchline. The opposite side touchline is bound by a separation barrier. Balls out of control into/over the barrier are considered out of play. The Penalty Area extends from touchline to touchline for a distance of 15 feet from the end-line.
For 8v8 matches: The full field shall be used, with rebounds off the wall considered in play. Balls are out of play when they leave the playing area or rebound off an object that is outside the field of play (lights, ceiling, support columns).
Rule 2 - The Ball: The ball is size 4 for U12 and below and size 5 for U13 and above (outdoor ball).
Rule 3 - The Players Number
For 5v5 play: Teams shall have no fewer than 3 to start nor more than 5 players on the field at a time, including a goalkeeper (5 v 5).
For 8v8 play: Teams shall have no fewer than 5 to start nor more than 8 players on the field at a time, including a goalkeeper (8 v 8).
Dual Rostered Players. Players may participate and be rostered on more than one team providing:
• They play on a maximum of two teams.
• The teams do not play in the same bracket.
• The player may not play up more than one age bracket.
• Both teams will provide a roster including the dual rostered player with a notation of the occurrence. Those rosters will be given to the League site coordinator before participation.
Substitutions: Each team may substitute field players freely, “on the fly,” provided that:
a. The substituted player must have left the field of play in his/her team’s bench area BEFORE the substituting player may enter the field of play. Team bench areas are located in a corner of opposite endlines and on the same end as that team’s goalkeeper
b. Substituting players may not infringe on the required 15 feet restart clear distances if substitutions occur during a play restart. This infringement may be considered as delaying match play.
c. The substitution does not interfere with the progress of play (i.e. substitute enters the field when play is in front of where he/she is entering)
d. Substitution of goalkeeper requires permission of the Referee and may occur only during stoppage in play.
e. The team substituting must not gain unfair advantage from the substitution being made.
Rule 4 - The Players’ Equipment. Equipment shall be in accordance with FIFA rules. Players wear their team’s uniform, consisting of the same colors, shin guards, and soccer cleats. Jewelry and other accessories are prohibited. The Goalkeeper wears jersey colors distinguished from all other field players and from the Referees. Home teams wear light secondary color (light) and away team wears primary color (dark).
Rule 5 - The Referee. The decisions of the Referee regarding facts connected with play and interpretations of the Rules are final.
Rule 6 - The Assistant Referee. There are no assistant referees.
Rule 7 - The Duration of the Game.
For 5v5: A regulation game consists of two 22.5 minute halves. Halftime is 5 minutes in length. Duration of ANY period is extended to allow taking of Kicks at the Mark to break a tie.
For 8v8: A regulation game consists of two 25 minute halves. Halftime is 5 minutes in length. Duration of ANY period is extended to allow taking of Kicks at the Mark to break a tie.
Rule 8 - The Start and Restart of Play.
a. Start of Play
(1) Each match will start at the scheduled time/on-time.
(2) A team that cannot field the minimum number of players at the scheduled start time of a match shall forfeit the match. Any team forfeiting the match shall be declared the loser by a score of three (3) goals to none (0). If there is no referee present within ten minutes of the scheduled start time, the match shall be rescheduled unless both teams’ coaches agree to proceed. If the match proceeds, the score shall stand as played. It is the duty of the coaches to ensure that the players report to the field fifteen (15) minutes prior to the start of time of each match for possible verification of rosters and player passes. A minimum of three players are required for matches to continue should players not continue participation due to injury or ejections.
(3) The coin toss winner takes the Kickoff for the First Half and the coin toss loser takes the Kickoff for the Second Half. The Referee designates the teams’ defensive ends. The ‘kickoff; is taken from the center of the midfield. It starts play at the beginning of each half and after every goal. To start play, the ball may move in any direction. Each kickoff must be played to a teammate. A player who starts play may not again play the ball until it touches another player. Opponents must remain on their half of the field until the ball is touched and a minimum of 10 feet from the ball.
b. Restart of Play Restarts take place by either a Kickoff, Free Kick, Goalkeeper Rule 9, “kick-ins” per Rule 15, or Dropped Ball. Other than for Kickoffs or as provided below, restarts occur within three feet (3’) from the spot of the ball at the moment of stoppage. A team receives a Free Kick after stoppages other than when a Dropped Ball or Goalkeeper Throw-In is required. All restarts are considered indirect except corner kicks and penalty kicks. The spot of the Free Kick is that provided above, except:
(1) Within Own Penalty Area: from any spot therein.
(2) Within Opponent’s Penalty Box: at the top of the Penalty Area nearest to where the penalty occurred.
(3) Delayed Penalty due to Advantage
(a) according to the ensuing stoppage, as normally administered, or
(b) in case the defending team obtains possession of the ball during play, at the spot of the original offense.
(4) Kick-In: 1 yard from the spot where the ball crossed over the touchline or stopped by field separation netting.
(5) Superstructure Violation: When the ball strikes the facility overhead structure or light fixtures, a free kick is awarded to the opposing team at the midfield mark.
(6) Field separators: When the ball strikes/crosses over a field separator a kick-in is awarded to the opposing team directly below the spot where the separator was hit/crossed.
If neither team has clear possession of the ball at a stoppage, the Referee restarts play with a Dropped Ball. A Dropped Ball caused while the ball Penalty Area shall takes place at the top of the Penalty Area.
Rule 9 – Midline Rule.
The goalkeeper may not play the ball across the midline in the air, without first touching the ground, a player or referee. Penalty: restart of play by indirect free kick taken at midfield by the opposing team.
Rule 10 - The Method of Scoring
a. A team scores a goal when the whole of the ball legally passes over the Goal Line and into the goal.
b. Division Standings is based on the following point system:
(1) Win = 3 points
(2) Tie = 1 point
(3) Loss = 0 points.
(4) Should the score be tied at the end of a league match or tournament round robin play, the tie will stand.

c. In the event of a tie in the final standings, the following are considered for purposes of breaking that tie when determining first and second place in league play and to determine a match winner in post-round robin tournament play:
(1) Head to Head
(2) Fewest Goals Allowed
(3) Most Goal Differential with maximum of 3 per game
(4) Most shutouts wins
(5) Should a tie still exist:
In league play teams share the position.
In tournament play:
After a 3 minute break…
A ‘golden Goal’ event will immediately take place.
No substitution is allowed.
Play will continue until winner is determined.
Every two minutes the referee will stop play and each team has thirty (30) seconds within which to remove one player. Play will resume with a drop ball at the midline.
Should the match end with one player from each team on the floor, the restart rule requiring the kick-in to ‘touch another player first’ is waived.
Remember all free kicks, including ‘kick-ins’ after the ball goes out of bounds, is considered indirect.
The match is over and a winner declared when a goal is scored.
d. Abbreviations for posted standings during event:
PTS = Aggregate Points GD = Goal differential (max 3 per match)
GP = Games Played T = Aggregate ties
W = Aggregate Wins GA = Goals Against
L = Aggregate Losses TE = Total Expulsions
TC = Total Cautions
e. Intentional forfeiture. Any team that intentionally absents itself from a match (i.e., no show) will forfeit all points and not be considered for semi-final or final matches. This rule does not include a team that has caused the referee to abandon a match. In that situation, the offending team will be considered the looser of that match by a 0-3 score. The result will be posted in the standings.
Rule 11 – Offside. There are no offsides
Rule 12 - Fouls and Misconduct. In accordance with FIFA rules with modification below:
a. Goalkeeper Violations: The opposing team receives a Free Kick (IDF) for the following violations by a Goalkeeper:
(1) Illegal Handling: Bringing the ball from outside of the Penalty Area to their hand within it, or receiving the ball again after a Goalkeeper distribution without the ball’s having first touched another player (e.g., no drop-kicking or bouncing the ball);
(2) Pass Back: Handling the ball, having been passed deliberately and directly to him by a teammate; except they may handle a ball which a teammate passes to him by the head, chest, or knee and without "trickery" (the use of the foot to flick the ball to a head, chest, or knee before making the pass);
(3) 5-Seconds: Controlling the ball with either his hand or foot inside of his Penalty Area Box for in excess of five (5) seconds.
(4) Goalkeeper may not play the ball past the midline line in the air without it first touching the ground, another player or the referee. Penalty: Restart of play by a indirect free kick taken at midfield by the opposing team. See Rule 9.
b. Advantage Rule: The Referee allows play to continue, not withstanding the commission of an offense, when the team against which it has been committed will benefit from an existing offensive advantage.
c. Delayed Penalty due to Advantage: In instances where the Referee would issue a Card, but for the Advantage Rule, he acknowledges the offense by signaling advantage until the earlier to occur of the following:
(1) Opponent’s Possession: The team of the offending player gains control of the ball;
(2) Stoppage: The Referee stops play for any reason.
Once play is stopped, the offense is recorded and assessed, as customary.
d. Ejections. Players issued two yellow cards in one match or a red card must leave the field of play.
That player may not reenter the field and his/her team will play a player short for the remainder of that match. Any red carded player must also sit out the next TISL match that his/her team will play.
Ejected players may NOT be directed to leave the facility unless escorted by a parent. Should the ejected player remain in the building, he/she will be under the direct supervision of a responsible adult. It is the coaches’ responsibility to make that happen. The ejected player will remain quiet and have no input in the match. Should the referee stop the match because the ejected player remains a problem, the referee has the right to abandon the match. In that case, the match shall be awarded to the opponent by a score of 3-0.
Rule 13 - Free Kicks. All free kicks including ‘kick-ins’ are considered indirect. Before the team takes the Free Kick, the ball must be stationary. All opposing players are at least 15 feet from the spot of the Free Kick (or, if within 15 feet of the opponent’s Goal, along the Goal Line). Refer to Rule 8 above.
Rule 14 - Penalty Kicks.
Penalty Kick:
a. The ball is placed at the top of the Penalty Area. All remaining players must be a minimum of 10 feet behind the shooter.
b. The Goalkeeper has at least one foot on his Goal Line until the ball is in play; and
c. The player taking the Penalty Kick may not touch the ball a second time until after the ball has been touched by another player. The play stops if a goal is scored or the ball touches the net or leaves the field of play.
d. U14 and above may only take two steps prior to striking the ball.
Rule 15 – The Kick-In. Throw-ins are NOT permitted. Kick-in’s will be a maximum of 1 yard from the spot where the ball crossed over the touchline.
Rule 16 – The Goal Kick. The goalkeeper will restart play with a kick from inside the blue-line/goal box. The kick may not cross midfield in the air. See Rule 9. Ball is put into play by the goalkeeper after it crosses the end-line, last touched by the attacking team. Opponents must maintain a minimum of 10 feet of distance from the goalkeeper during the kick.
Rule 17 – The Corner Kick. Taken within 3 feet radius of corner of pitch. Is a direct kick.
